Impact of the Compact of Free Association PDF Print E-mail
The Compact of Free Association Acts (P.L. 99-239 and P.L. 99-658) established the relationship between the United States and the Marshall Islands, the Federated States of Micronesia, and Palau (collectively known as the Freely Associated States).

Compact immigration provisions authorize unrestricted immigration into the United States, its territories and possessions, enabling citizens of these nations to enter into, lawfully engage in occupations, and establish residence as non-immigrant aliens.

In recognition of the possible adverse impact to Guam, Congress promised to appropriate monies to cover costs incurred as a result of any increased demand placed on educational and social services by these non-immigrants.

The Planning Information Program has been tasked with the overall effort to provide an annual report to Congress on the costs incurred by the Government of Guam as a result of any increased demands placed on educational and social services by FAS citizens.
